The authority overseeing the outskirts of Asheville is Buncombe County, and there is no prerequisite for Buncombe County to even qualify for a vacation rental permit. Single-family, multifamily, basement units, and garage apartments below 9000 square feet are both eligible for holiday rental operation in Buncombe County assets.
